A man who broke into a house to steal an old Nokia phone quickly became the victim instead when the foreign residents, suspected to be Russians, caught the thief, cut up his fingers and continued torturing him.
Sihanouk provincial police stated that on the evening of the 18th of June, 2013, a construction worker crossing the road in front saw a man in the residence restrained and suspended by his feet.
At first he thought it was some form of calisthenics in progress, but a closer inspection revealed a Cambodian man tied up, strung upside down, and bleeding from cuts to his fingers. The shaken witness then reported it to the administrative police.
-The residence where this was reported to have occurred is located south of Wat Kraom in Sihanoukville; in the vicinity of the Snake House, in Village 1, Commune 3, Sihanoukville.
The same source stated that police investigators, who arrived at the residence soon after receiving the report, found that the victim’s foreign captors had modified their form of torture by shackling him to a large block of cement, with his legs and arms pinioned, his neck restrained, and with incision marks on his fingers as reported.
This extremely savage abuse had been going on since the evening of June 17, 2013.
The victim, who lost consciousness from loss of blood, has still not been identified. As for his 3 foreign captors, they were taken to provincial police headquarters for questioning.
